Lee Man-Hee, President of Heavenly Culture, World Peace, Restoration of Light(HWPL )renewed his determination to step up his ongoing efforts to produce a new legal document that could serve as a foundation for a safe and peaceful world.
Meeting with a group of local news media on Dec. 6 at his head office, Lee noted that the Declaration of Peace and Cessation of War (DPCW)
drafted and officially proclaimed on 14 March 2016 in Seoul by prominent legal experts from various countries with a determination to produce a new legal document that could serve as a foundation for a safe and peaceful world.
"I'm confident that the new legal decument could serve as a foundation for a safe and peaceful world," he said.
He then pointed out that conflicts are emerging in very high number in the world today because current international law is based upon a premise that armed force can be used in certain circumstances.
"Without change, it would be impossible to completely stamp out the embers of conflict. Blockages embedded in our daily lives for centuries have held back the effectiveness of international legal system, scattering its pure intentions," he stressed.
He then noted that from big international disputes to conflicts that we experience in our day to day lives, situations remain unresolved.
"In these cases, the role of such legal system may seem weak," he said.
The HWPL International Law Peace Committee provided their expertise and insights on each article and provision of the Declaration and drafted the document under the guidance of Chairman Lee of HWPL.
As such, it is an innovative and unique framework which provides a much needed accountability measure. In addition, it reaffirms, strengthens, and elaborates the existing international provisions for renouncing war and other international armed conflicts. One does not need to look far to see the pressing and dire need for such an incentive and strong request.
"The proclamation of the Declaration is like the reminder toward everyone around the world that international law is important that the peace settlement of disputes is to be promoted and that is how you can have a world which is free from war and armed conflicts,” Lee said. Among other guests who joined the press meeting were Kim Moon-koo, chairman of Korean Military Veterans who joined the Vietnam War (From August 1964 to March 1973) and Ms Miin Jiiyoung, a prominent traditional Korean dance and music artist.
